The Factors Supporting the Policy Innovation that Enhance Pad in Pekanbaru City

Abstract

This study aims to identify the factors that support policy innovation in increasing (PAD) in Pekanbaru City. In facing economic challenges and fiscal needs, the city government has implemented various innovative policies to optimize the contribution of the tax and retribution sectors to PAD. Using a policy analysis approach, this research reveals the internal and external factors influencing the success of these policies, including local government capacity, regulations, and the participation of the community and private sector. The findings indicate that synergy between adaptive regulations, tax administration technology, and stakeholder involvement are key factors in enhancing policy effectiveness. Additionally, challenges such as taxpayer compliance and limited human resources remain critical concerns in the implementation of innovative policies. These findings are expected to provide recommendations for local governments in formulating more effective and sustainable policies to increase PAD in the future.
