Abstract

Urban development in Brunei Darussalam is guided by a rich tapestry of Islamic values and ethical principles, which intersect with philosophical ideals of justice, local wisdom, and moral virtue wrapped in a national philosophy, “Melayu Islam Beraja” (MIB), i.e. Malay Islam in Monarchy system. This paper delves into the role of the Farabian ideal and Virtuous City as a conceptual framework for understanding and shaping sustainable urban futures in Brunei. Drawing upon the works of Al-Farabi, the Persian Muslim philosopher whose insights into the Virtuous City continue to resonate, this paper examines how his philosophical ideals align with Islamic values and governance principles. Through a comparative analysis, we explore the application of the Farabian ideal to Brunei's urban landscape, considering its implications for governance, ethics, and community cohesion. Using a mixed-methods approach, including literature review, case studies, and qualitative analysis, we investigate virtuous urban practices in Brunei that reflect the principles of justice, wisdom, and moral virtue espoused by Al-Farabi. We identify examples of governance structures, policies, and initiatives that promote ethical behavior and community engagement within Brunei's urban communities. However, we also acknowledge the challenges and opportunities associated with applying the Farabian ideal and Virtuous City framework in Brunei Darussalam. Cultural context, governance structures, and socio-economic dynamics influence the realization of virtuous urban ideals, necessitating careful consideration and adaptation. In conclusion, we propose recommendations for enhancing sustainable urban futures in Brunei within the framework of the Farabian ideal and Virtuous City. By strengthening governance, promoting ethical behavior, and fostering community engagement, we believe Brunei can create more just, ethical, resilient, and sustainable urban communities that reflect the timeless wisdom of Al-Farabi and the enduring values of Islam.
