Cyber Diplomacy and Digital Tools for Global Peacebuilding:
A Framework for Intercultural Cooperation in the Digital Age
Abstract
In an era of escalating cyber threats and global digital interdependence, the role of cyber diplomacy has become increasingly critical to sustaining international peace and security. This paper explores how digital tools such as artificial intelligence, blockchain, and secure communication platforms can be strategically deployed to foster trust, shape norms, and promote cooperation between nations. By examining real-world case studies from regions including the European Union, ASEAN, and Africa, the study highlights how cyber diplomacy is evolving as both a practical and ethical framework for mitigating conflict in cyberspace. A five-stage engagement model is proposed to guide countries in implementing effective cyber diplomacy through inclusive governance, ethical standards, and multistakeholder collaboration. This paper argues that cyber diplomacy is not merely a reactive response to cyber incidents but a proactive mechanism for advancing intercivilisational dialogue and global stability in the digital age.
